Upper Cumberland Human Resource Agency's CIS program is an Intensive probation program and has been in the Upper Cumberland region since 1988. The intent of the program is to keep an offender within the community and is an alternative to incarceration. The program provides 3 levels of strict supervision including but not limited to drug testing, home visits, school visits, counseling, parenting and Community Service. The normal length of time an offender may be on the program is one year.

Eligibility Requirements

Clients are Court ordered. UCHRA will serve delinquent juvenile offenders, who are at risk of a custodial commitment, between the ages of (13) thirteen and (18) eighteen years of age. In some cases, offenders will be served up until their (19th) birthday at the Judge's discretion. Youth served on the UCHRA CIS program have been placed on state probation prior to being placed on intensive probation, unless otherwise directed by the Juvenile Court Judge. An offender will have a risk score based on a risk assessment tool used to establish a risk score. Clients served are from Cumberland, Dekalb, Fentress, Jackson, Macon, Overton, Smith, Warren and White counties in Tennessee.
